DELL OptiPlex 3050 startuje tylko po resecie CMOS

Witam
Płyta VJ40T Rev. A00
W kompie uszkodzone gniazdo USB 3.0 na front panelu. Komputer po resecie startuje, można wejść do bios. Po restarcie brak obrazu, dodatkowo komputer uruchamia się samoczynnie po podaniu zasilania i nie można go wyłączyć tzn przytrzymanie przycisku powoduje wyłączenie i ponowny start.
Po wylutowaniu uszkodzonego gniazda USB przestały działać również tylne porty.
To normalne że brak fizycznie gniazda powoduje wyłączenie wszystkich ?
Porty USB 2.0 też nie działąją nie mam klawiatury ani myszki. Nadal brak obrazu po kolejnym włączeniu.

Hello!

Set your multimeter to the diode test mode and measure the voltage drops to ground on data lines of all USB ports (pins 2, 3 of USB 2.0 ports, pins 2, 3, 5, 6, 8, 9 of USB 3.0 ports).
