Hp Probook 470 G3 motherboard da0x63mb6h1 Rev H (no power on )

This notebook pressing power button doesn’t turns on.
Plugging power cord white led turns on (a part of white led) blinks 3 times and then it turns off.
Power button led turns on and turn off at same time of power led.
Battery is not detected but I don’t know if is dead.
Pin 73 of U13 3,3V drop to 0 pressing power button.
Power consumption is always 0 A.
No short on motherboard 3,3V and 5V are present.
No hot parts.
Bios has been flashed.

Measure the voltage and resistance to the mass on all the reels.

My schematic and boardview seems to be different, I have 450 G3 and motherboard is 470 G3

Measure the resistances to ground on pins 8, 14 of highlighted chip (picture below).
Also measure the voltages to ground on pins 1, 3, 5, 7, 8, 14 of this chip.

Pin 8 goes up to 13Kohm
Pin 14 goes up to 133 Khom

Pin 1= 3,3V
Pin 3= 0V
Pin 5 = 0V
Pin 7 = 3,3V
Pin 8 = 0 V
Pin 14 = 0 V

All pins from 8 to 14 = 0V

I tried to change power supply now it power on, maybe it doesn’t reach right Ampere
