It seems the processor chip IC904 is damaged, or its firmware is corrupted.
This chip requires programming, but the dump is unfortunately unavailable.
I think it is only option to replace the entire front board with another one pulled from the same machine model, but it is very hard to find.

I think someone made a short circuit somewhere (most likely on the front panel board) and consequently burns the processor chip IC904 and fuse IC702.
