Hello!

Measure the resistances on capacitors in the vicinity of that chip. If you don't find any low resistance, the BD chip is most likely damaged.

Pomierzyłem wszystkie kondensatory i wszedzie wysoko, tylko na cewce jest niska bo 29,ohm

The BD chips seems damaged - replace it.
