In this case the chip in post #3 is damaged.
Unfortunately it should be flashed with a programmer after the replacement.
It is probably difficult to find a programmer that supports this chip. Another issue is to get a dump.
If you have a suitable programmer, you can try to read the dump from this chip, but is is unfortunately very likely protected (locked) against reading the content.
