The short circuit was very likely caused by two capacitors that are currently missing. There is probably nothing wrong under the converter chip. In my opinion there is no need to remove this chip for now.
It's best to lightly grind the burned area of the board with a dremel and protect this area with an UV curable solder mask. Then solder the missing components back to its place.
Missing components are two capacitors with a value 10µF/25V, package 0805.
