#1 Dell Inspiron 15 3543 can't switch on

Model : Dell Inspiron 15 3543
Board id : Cedar-Intel-MB 13269-1 PWB FX3MC Rev A00

Laptop can't switch on. When press power key, power comsumption on DC Power Supply only show about 0.028 amp.

U3601 pins
Pin1, 4 - 5.2V
Pin 6 - 3.37V
Pin 3, 5 - 3.37V
Pin 10 - 2.7V
Pin 12 - 2V
Pin 8 - 0.47V
Pin 13 - 0.2V

U3601 is ok. I replace it with two ICs. But result was the same. Need help.

Resistance to ground on pin-8 is 11K and pin 13 is above 2M.
