Xbox slim PWM fan regulation not working - what is wrong?

Hello,
I need help with this problem and maybe some of you guys solved something like this.
problem:
xbox slim 250GB, works fine, but fan is rotating on low speed. during playing games, console goes very hot but fan is still spinning on same speed. finally console freezing.
When I got this xbox I made reball of cpu/gpu because customer described problem like freezing during longer playing. because problem was even after reball, I tried made proper diagnostic.
I tried different fan and situation is same.(tested with open xbox and fan dismantled from heatsink). console goes hot but fan was still on same speed and console is shutting down automatically.
finally I check pwm with scope and pwm signal is there but is still same.

probably is faulty PWM controller on motherboard, but I haven't idea which one is it.

Can you help me with this fault?

Hi,

try giving power directly to the fan to bypass this chip.
