#1 PS4 Power Supply (ADP-240AR AA) - standby voltage is present, missing 12V

Hello Everyone,
I am looking for help to resolve the problem. I can hear relay's click but 12V is not present.
Fuses and transistors are all good. The only problem what I could see was resistor R509 (10 Ohm) being burnt. My suspect was IC32. I have replaced chip and added new resistor. Result was the same. Single relay's click and new resistor R509 has burnt. I hope someone with more experience in fixing power supplies can help me to find what is causing problem in this one.
Thanking you in advance.
Regards,
Rafal
